Milwaukee Community Services Referendum: Effects on Local Funding for Libraries and Youth Centers

The Milwaukee County Board placed a referendum on the November 3 ballot that would raise the local sales tax by one-quarter of one percent to support community services, including libraries, youth centers and senior meal programs. The measure applies to all taxable purchases within county boundaries and would take effect January 1, 2027, if approved.

Why the Referendum Matters Now

County budget documents show that general-fund allocations for community services have remained flat since 2022 while requests for after-school care and food assistance have risen. The referendum language states that proceeds must be deposited in a dedicated Community Services Fund and cannot be transferred to other accounts without voter approval in a future election.

Residents in neighborhoods such as Sherman Park and Bay View would see extended library hours on weeknights and additional slots in county-run youth programs that currently turn away participants when capacity is reached. Budget Figures and Next Steps

County fiscal staff estimate the tax adjustment would generate 14.2 million dollars annually, based on 2025 sales tax collections reported in the adopted budget. Ballots will list the question as a simple yes-or-no choice.
